Local Resources
A variety of community and economic development incentives are offered by the City of Fairfield to encourage business development.
Sales Tax Agreements - Section 380 Agreement:
- The Council may rebate a certain percentage of sales tax back to an approved retailer for a selected number of years.
Tax Abatement:
- The City Council may elect to abate all or a portion of ad valorem taxes.
Construction Materials Sales Tax Reimbursement:
- The City of Fairfield may choose to rebate a portion of the sales tax paid to local merchants for building materials supporting new construction or business expansion.
Infrastructure Improvement:
- The City Council may assist a business in funding infrastructure improvements necessary for new development or a business expansion.
Building Facade Improvement:
- The Council may provide a matching grant to businesses for improvement of their building facade.
TIF and TIRZ:
- The City of Fairfield is open to strategic locations for Tax Increment Financing (TIF) and Tax Increment Reinvestment Zone (TIRZ) districts.
Texas Enterprise Zone Program:
- The Council may partner with the State of Texas to promote job creation and capital investment in economically distressed areas of the City.
Building and Utilities Connection Fees:
- The City Council may elect to reduce application, inspection and permit fees as well as utilities connection fees for certain developments.
Development Review:
- The City of Fairfield is committed to an expedited process for development of business in the City. We support a hassle-free environment with expert plan review and responsive comments to prospective developers and businesses.
Freeport Tax Exemption:
- The City of Fairfield has a Freeport exemption ordinance. Certain businesses may apply for an exemption on goods in transit from personal property tax.
Workforce Development, Recruitment, Training and Grants:
- Fairfield will bring strategic partnerships together to assist businesses in recruiting and retaining employees. Skills Development Grants may be available to offset some of the costs.
Small Business Focus:
- The City of Fairfield will commit to provide an environment encouraging the development of new and expansion of existing small businesses.
Leadership:
- Fairfield will bring together a coalition of business, civic and community leaders as well as area elected officials to be involved in developing and implementing economic development practices.
Education:
- The City of Fairfield will focus on teaching children NOW about the opportunities of tomorrow.
Housing:
- The City Council will commit to facilitate construction of additional, quality housing.
Community Activities:
- The Council will commit to providing more community activities for youth.
